Brian Tse's Concordia AI (Beijing/Singapore, GovAI-lineage) brokers East-West safety dialogue; China AI Safety & Development Network (announced 2024–25) is Beijing's AISI-equivalent; Xi's April 2025 Politburo study session and the Shanghai WAIC 'World AI Cooperation Organization' proposal (July 2025) show safety language absorbed into China's governance-sovereignty agenda. IDAIS dialogues (Bengio/Russell + Yao Qizhi, Zhang Ya-Qin) produced joint red-line statements (Ditchley 2023, Beijing 2024, Venice 2024, Shanghai 2025).
