The host institution for CSET and the legal recipient of the largest single concentration of EA money in any American policy institution. Open Philanthropy recommended $55M over five years in 2019 to launch the center inside the Walsh School of Foreign Service; follow-on grants brought the series to $105,250,000. The university also continued to pay Ben Buchanan's salary during his White House detail under the Intergovernmental Personnel Act, with the federal government reimbursing it — the pass-through that makes the grant a staffing channel as well as a research one.
